In the UK it is unlawful for a person under sixteen to ride passenger on a moped scooter?
In Italy, I saw people taking their children to school motorcycles / mopeds. (Vespa, etc.) the better for the environment, and more fun. But I think it's probably illegal in the UK, right?
A license provisional, complete a motorcycle or a car license is needed to drive mopeds. Other compulsory basic training certificate is also necessary to drive a moped on public roads, except those obtained your full car driving license or motorcycle license before 1 February 2001. A provisional license moped can be obtained at the age of 16, while standard car and motorcycle licenses are available only at the age of 17 years. Provisional licenses require learner plates and will expire after two years if the licensee has not updated its license. Mopeds are subject to all traffic from other vehicles. All the cycles and motor cycles / mopeds under 50 cc are excluded from the use of motorways in the UK.
